Rogers [Galactic Empire] !!/cu9dQjMxI0
This new magical item has raised some concerns with magical items in general. So, I propose a way to keep everyone safe from such things. The Magical Item Registration/Regulation Bill: Magical items can be very useful, and sometimes vital. However, the overwhelming majority of items that have magical properties have the potential to be incredibly dangerous. This Bill would have all magical items/devices registered with the Council, and any deemed to be too dangerous to continue to exist be destroyed. This Bill applies to any items that were owned before the implementation of this Bill as well. This Bill only applies to magical items. For a magical item to be considered too dangerous, it must meet these criteria: Able to cause massive unnecessary damage to a person or property. Able to cause curses any way, such as bad luck, illness, or loss of love. Able to transform a person. Able to rob a person of their free-will. If a magical item meets any of these criteria, a vote must be made to ban the item in question.
Louisa the Death Witch [spooky] !!rEkSWzi2+mz
>>43325889 Three thoughts:
1) What about magical items that have a large variety of different magical applications? Will we have to vote on every kind of generic wizard wand?
2) What is considered "unnecessary"? If I have an item that shoots fireballs and one of those fireballs lights a house on fire, is it deemed unnecessary? How is that different from a mundane firecracker?
3)There are plenty of instances where people, under their own free will, use magical items to transform into things. If done with their own consent, why should we stop them?
Lhyr Mckenzie [Runners' Association] [Nomad] !!syCkOpBiAOC
>>43325889 ... I get to keep my money though, right?
Hmm I think we oughta wait for at least the combat system to be more fleshed out so we can quantify dangerous and non-dangerous more easily. >>43326020 Maybe instead of ban/allow, we could have different levels of clearance? That would make it easier to control their strength.
Rogers [Galactic Empire] !!/cu9dQjMxI0
>>43326020 1) Dangerous items. All of them. Whether it's a wand that sprays acid, or a crystal that can shatter reality.
2) You don't need magic to start a fire. If you can't sacrifice convenience for safety, you don't deserve to be safe.
3) A criminal would consent to changing his face, would they not? It makes the job of law enforcement much easier to just ban the easiest way to change who you are.
Haunted Tree [Leader of Spooky] !!TpnhkroKMDi
>>43325889 I feel like I have to agree with Louisa here
>>43326020 . While you seem intent on regulating all types of magic, I haven't seen a bill put forth to regulate all types of guns and their use. I feel like the Galactic Empire should worry about technology and the items they use and let the magic users and their nations regulate their magic.
>>43326101 There's passing regulation for safety, then instigating martial law for "safety". I feel like this bill is a quick, slippery slope of denying magic users their rights to practice their way of life. I cannot stand behind it.
Rogers [Galactic Empire] !!/cu9dQjMxI0
>>43326131 You're reading in to this way too much. This is simply a way to make sure magic users don't kill each other, or anyone else.
If you'd like to see some gun control, go ahead and make the Bill. I'd stand behind it. In fact, that's what this Bill is trying to emulate. Not all magic is banned; that would be ridiculous. Only things that cause big explosions, or cause someone's skin to melt off.
I'm not half as cunning as you give me credit for, there is no "slippery slope" for this to go down.

Grand Moff Wibbles <God of TeeGee> <CC> [Galactic Empire] !!uEJlMx2b3bk Wed 28 Oct 2015 00:56:21 No. 43326210 Report Delete >>43326131 >>43326091 >>43326020 And yet Mckenzie admitted herself that a man was transformed into a CAKE. This is not only a crime of violence, it is a crime against humanity. As the representative of the majority human population on Tee Gee, I cannot stand by and do nothing whilst good, decent men are murdered by dangerous magical items.
That Mckenzie did it accidentally only makes the matter worse - proof that even in the hands of those who mean no harm, unregulated magical items will cause great harm. Does no-one but me care that someone has been not only slain, but DEFILED?
I am disgusted and appalled by the callousness this council is showing.
Louisa the Death Witch [spooky] !!rEkSWzi2+mz
>>43326101 1)They can also be beneficial. A wand that can heal wounds, or a crystal that can help grow crops.
2)It is also convenient that I can start a fire with a match instead of smashing two rocks together. Will we be banning matches as well?
3)And once we make the law, the criminals will keep on doing it because they don't care whether or not something is legal or not.
Louisa the Death Witch [spooky] !!rEkSWzi2+mz
Quoted By:
>>43326210 While limited regulation may be a good idea, outright banning seems too extreme. If we are to deal with transforming items, we should do it in a way that acknowledges bot the benefits and the dangers of these items.
Rogers [Galactic Empire] !!/cu9dQjMxI0
>>43326237 1) Neither of those things are dangerous, and wouldn't even be considered for being banned.
2) Matches can't be used at extreme range.
3) That's not entirely true. Criminals don't have much regard for the law in general, true, but many do indeed think twice before breaking the law multiple times and risking an even heftier sentence when caught. As I said, useful magic like detection spells is still perfectly fine.
Haunted Tree [Leader of Spooky] !!TpnhkroKMDi
>>43326210 If you want retribution for a single artifact, fine. Go right ahead, but we cannot be in everyone's homes making sure they don't make what we say they cannot make. Nor will I allow it. Even if we do pass regulation on such magical items, who's to say they won't make it anyway then turn around and make it on a blackmarket? No. This leads to more crime by making more things illegal that shouldn't be illegal in the first place. Spooky hasn't had a problem with magic, and I'm not about to enforce a law that will make magical atrifacts into a problem. The Council has no right to mettle in the private affairs of not only the people, but also the companies and corporations that make their own artifacts.
>>43326207 No, I'm reading into it because of the wide and vague wording. There is more depth to your bill than you realize or have clearly defined.
The purpose of that point is that GE is mettling in affairs that it has no expertise in. GE is only satisfying in killing or heavily regulating their magic users that these is no growth. I cannot stand by a bill made by a party and Nation that has historically been anti-magic.
You're GE, you're far more cunning than you let on.
Supreme Chancellor Finis Valorum [Galactic Empire] !!OuKOQrKxyaX

If just anyone can have dangerous magical items they do not (or cannot) understand, then this kind of thing WILL happen again. How many more will have to suffer before something is done?
I understand that there are responsible people out there with the training and will to use items for good, and potentially dangerous items can have great uses. Glitterstim spice is one such example - exceptional when used for medicinal purposes, but it can ruin lives if used foolishly.
I am not seeking to disarm the Spooky Government, or any other government. I am simply seeking to keep these dangerous items from falling into the hands of those who would misuse them.
I am willing to modify this bill so that government institutions and personnel may use restricted magical items, assuming they are appropriately trained in their use. But we need to get these things off the streets.
As for criminals continuing to use them anyway - well, if they're willing to go against the law, then the answer is obvious. Hunt them down and make them pay for their crimes. It's not like we would be disarming law enforcement if the bill was modified.
>>43326305 If this is the case, then the Empire demands that we are able to bar citizens who do not sign onto this bill or the form of it I suggested from entering Imperial territory.

>>43326425 It's not that existing criminals would use it, it's that this bill would create criminals and a blackmarket. By restricting the use of magical items, the Government steps into Nations and homes, by telling magic uses what to practice and what to learn. I cannot abide by that at all. It's not about disarming us, it's about restricting innovation or learning, it's about restricting the use and application of magical items now and in the future.
Spooky currently lives in a magic freedom zone. There are our own internal limits that we deal with, and our own criminals that we handle, internally. We do so because we have our own understanding of how our lives are lived, and how our magics are used. I am not about to allow the Galactic Empire, nor the Government that has thus far only shown disdain for magic, to heavily regulate all magic because of one staff that no one has ever seen before.
I'm not sure what "streets" you're referring to, I'm not sure what you've seen, but you haven't seen Spooky nor our way of life. I'm not about to assume that you've had an epiphany over night.

>>43326460 1) Why would nations that rarely use magic have any interest in the pros of certain kinds of magic? If you have super-advanced medical technology, you would have no need for a wand that heals, while for others that wand may be the most effective medicine they have.

2)Why? What is the difference between a wand that casts fireballs and a Roman Candle?
3) But it does. For some nations, you would be asking for a change in their way of life. For others, it could be a minor inconvenience. There are too many differences for the council to dictate realm-wide policies on this matter.

And yes. It is about restricting the use and application of magical items. It is about restricting their potential to cause needless harm to life and property. It is about restricting the chances that terrorists, criminals and other such scum have to get their hands on these weapons.
Yes, you heard me. WEAPONS. That's what such an item is, and make no mistake.
If you are truly so insistent on permitting such disgusting anarchy within your lands, then so be it. Consider Chancellor Valorum's suggestion - that nations can choose to opt out of this bill.
Just know that the Empire will not allow citizens from nations that allow just anyone to possess these dangerous weapons from entering our borders without having said items confiscated and destroyed by our border security.

>>43326728 I"ll try to field this the best I can. I'm drained, I'm tired, and honestly, I'm not having fun anymore. I'm going to go to bed after this post. Hopefully I feel better in the morning. You call them "scum" but they are law abiding citizens right now, learning and practicing their magic to find the best and most appropriate use for their skills for the betterment of the world. Again, I cannot disallow forms of magic because the people and Nation that have thus far been magic-phobic don't like what some random artifact did. If you want retribution against one person, find them and take them out. Spooky will aid you in that endevour, but the universal ban on practicing forms of magic because you don't like it, is not something I can stand for.
They are weapons to you because you are afraid of them. You're afraid because you don't know and whats more is that you refuse to learn and attain knowledge about their use and their applications. If you'd like Spooky could host GE ambassadors into Spooky to further educate you and yours on the practices and application of magics. You're allowed to hold on to any weaponry you'd like for the purposes of self-defense on your educational trip to Spooky.

You say that freedom is something that all people have a right to. I say that freedom ends the moment that they would use their 'right to freedom' in order to take away another's right to live without provocation - or to profit from the same. This is no victimless crime you speak of.
And ah, here it is! The automatic assumption that because the Empire regulates the supernatural, that we fear and misunderstand it! This couldn't be farther from the truth. Lord Vader himself is a practitioner of the arcane arts, and the Emperor's own Inquisitorial does the same. Just because we RIGHTLY fear something, we are automatically luddites who do not understand it? Pah!

Just because Lord Vader is trained in some of the mystic arts does not mean that you have a complete understanding of magic and all of its ways. Even if you do not fear the magic that surrounds these items, there are those who do, and you give them the legal gateway to persecute out of fear.
