I understand that there are responsible people out there with the training and will to use items for good, and potentially dangerous items can have great uses. Glitterstim spice is one such example - exceptional when used for medicinal purposes, but it can ruin lives if used foolishly.
I am not seeking to disarm the Spooky Government, or any other government. I am simply seeking to keep these dangerous items from falling into the hands of those who would misuse them.
I am willing to modify this bill so that government institutions and personnel may use restricted magical items, assuming they are appropriately trained in their use. But we need to get these things off the streets.
As for criminals continuing to use them anyway - well, if they're willing to go against the law, then the answer is obvious. Hunt them down and make them pay for their crimes. It's not like we would be disarming law enforcement if the bill was modified.

Spooky currently lives in a magic freedom zone. There are our own internal limits that we deal with, and our own criminals that we handle, internally. I am not about to allow the Galactic Empire, nor the Government that has thus far only shown disdain for magic, to heavily regulate all magic because of one staff that no one has ever seen before.
I'm not sure what "streets" you're referring to, I'm not sure what you've seen, but you haven't seen Spooky nor our way of life. I'm not about to assume that you've had an epiphany over night.
