mmmmm, not so easy. Space is big. If you're handwaving FTL and FTL communication across hundreds of light years then I guess. But even then it would be a difficult thing to maintain over multiple planets that are going to necessarily have different environmental factors and constraints.

What population levels are we talking about, developed over what time frame? How long have these space empires existed?

Assuming that these cultural boundaries mean anything at the time we have the ability to spread across the stars. Not only that, but some of these can't exist if others do. Like the British empire had parts of the U.S. (ruling out confederate states), China, and a hella lot of others. You could go the way Sid Meyers Alpha Centauri did and rather than using Earth cultures you use Earth ideologies.

Nations rise and fall and when you move beyond Earth trying to use old Earth nations or ethnic groups as the dividing line for nations and world powers seems like a poor justification.

It is more likely that people either band together due to:

a) Ideologies
b) Location (Mars colonies, Earth II directorate, etc. )
c) Nations built around charismatic/powerful leaders.
