8. Force the Mechanicus to make 2 out of 10 Titans into AA platforms with anything that is both powerful and rapid firing. This way those bloody Tau Mantas won't be so bad.
9. Force the Mechanicus yet again to find STC in the bowels of Mars to create rapid production factories and produce more wargear to any organization in the Imperium. OK, it won't be as bling as it should be, but it will be fine.
10. Reform the Administratum in such a way to make them more efficient. Simplify vital procedures and get rid of those that makes their work needlessly complicated.
11. Reward competent Space Marine Chapters with the rights to govern with whole solar systems (one system per Chapter). This way they'll not only get more resources and means to come back from the brink of annihilation really fast. And no, no making poor man's knockoffs of Ultramar...yet. Not after a certain Lugft tried to do it.
12. Allow Space Marines to have small contingents of Men-At-Arms as support. They cannot surpass 4000 men/women. The limit is to avoid them becoming too powerful.
13. Force the Mechanicus YET AGAIN, to create something from the STC they have to make Psyker Chorus's less prone to dying en-masses.
14. Make it mandatory for IG psykers to have at least a small group of them specializing in Biomancy. Biomancy is love. Biomancy is a life saver.
15. FORCE THE MECHANICUS YET AGAIN to build a Vox system for the IG Regiments that will be really effective and much less prone to fail.
16. YET AGAIN FORCE THE MECHANICUS TO DO SOMETHING. This time by giving Plasma Fusils to Space Marine Terminators. This way they'll be actually useful.
