Compared to 2E / 3E / 5E, in 4E positioning was a lot more important, tank-type characters were more effective at drawing enemy fire, and buffs / debuffs mostly had to be used after battle started, not before. You can argue that 3E is more strategic if you're a Wizard, since your spell preparation is extremely important, but when it came to round-by-round decisions 4E was more advanced. There are also a lot fewer Save or Die / Suck effects in 4E, meaning you generally had to overcome encounters the hard way even at high levels.
Of course, you could just have a group filled with Strikers and try to DPR the enemies into the ground, but that had its own particular problems, namely how squishy the party was and how easily a well-placed enemy tank or group debuff could wreck your whole strategy. So, yeah, 4E was actually tactical. It's part of why combat took so long.
