You make it sound like adventuring is a specific job, saying things like "off-duty."

A real adventurer is never "off duty."
All an adventurer is is a wandering explorer who occasionally offers their services as a mercenary, or performer of other favors, their reasons for doing so being their own.

What if someone in this hypothetical kingdom makes the argument that they are not an adventurer, when, in fact, they essentially are?

"No, I'm not an adventurer, I don't need one of those suits, I'm just a fellow who wanders around looking for treasure and occasionally fights monsters!"

Do folks need a license to do that in this kingdom of yours, or something?

Magic Enhancements abound probably?
Could you make them in such a way that people would actually want to wear them?

If you want adventurers, and many others, to wear magical armour all the time, make magical armour readily available, and as comfortable as everyday clothes.

There, done.

The problem is usually to get adventurers out of their armour, not into it, so as long as you don't give them any reason to strip they'll usually default to full regalia 24/7.

OP if you really wanna use this, I'd recommend making it so that instead of adventurers the military/guard of the kingdom or a large mercenary company in the kingdom do this. Then make a plot hook for the PCs to join the military/mercenaries and bam, your magical realm is a reality.

The fact that the armours are specially crafted means that if an adventurer decides to go off and kill shit it is easy to identify him by his unique armour or the fact that he isn't wearing adventurer armour.

You could have something like a Fallout Vault scenario. Everyone must wear armour suits connected to a central computer and tracking system. It records life-signs and identity of the bearer, and is used as a form of control as much as a protection to its citizens.

I think the idea of the armors is good, but I'd alter it slightly. Rather than the nation enforcing it, it's a local Adventurer's Guild.
Those who operate outside of Guild rules within Guild territory go on a Guild hit list.
Additionally, due to the Guild having very good relations with the governments in their area of influence, generally finding yourself on their hit list makes it very hard to find somewhere that will welcome you.
So you CAN operate without their say so, but it's a very, very bad idea.

They're protecting their monopoly on Adventurer services. The guild always gets a cut of members' loot and pay.
If some foreigners roll in and start providing the same services at a lower price, that hurts their business.

From that, I think you could work the story a few ways; one would be the whole rebel resistance and the players discover the truth behind the society, or the players are raiders who break in, to find perfect order in this land of chaos, and try to make up their opinion on it. The citizens wouldn't really understand who the PCs are, because they've never seen anyone outside of a suit. It might even start a crisis where people think there's an alien invasion going on.

That would actually be a decent campaign hook you could get from this.
The Guild sends some legbreakers to scare you off, you kill them, now the Guild has it in for you, and suddenly the region is torn apart by what is essentially a gang war between freelance adventurers, and those of the Guild.

Perhaps there's an area that's been utterly saturated with spiritual energy or vim or whatever the fuck, it's insanely rich in resources but is haunted by malevolent spirits that kill by stealing people's features. People get around this by wearing full suits of armour. People even wear armour that has features of its own to trick the spirits, even going so far as to make armour that looks like the opposite gender.
