The numbers are too fucking huge in the first place compared to any single attack. And that's the whole fucking problem.
Even with vital strikes, the most you could get is 4x your base weapon's damage dice. To this you add 1x the static bonuses and extra damage dice. And that's for three feats here.
Static is the biggest part: by doubling static you've easily equalled the quad damage dice of nearly every weapon by high levels.
Then you add a third attack.
Then you add a fourth attack.
Then you add a fifth attack.
Then you add a sixth attack. Maybe even more.
At some point the difference in action economy was not just overtaken, but mercilessly crushed.
Lower full attack damage multiplier somehow (maybe half damage with every hit?) and improve the growth factor for vital strike's static and extra dice, and THEN with the new results you might be able to start working on actually balancing DPR versus enemy health.
While, of course, keeping in mind that those enemies are just one failed save away from being permanently eliminated, converted, assimilated, consumed, turned, brainwashed or otherwise won against.
Speaking of trouble, the whole binary system...
