What can the Plasma do that the Grav can't ? On foot and on bike, cover and no cover, vs low and high armor, toughness and model count.

The only things I can think of are high toughness low armour save units, chance of pen on low av, and killing its user.

well for one grav cant hit for shit on targets with 6+ or no armour. plasma can eat that stuff up

Plasma can do the following things better than Grav:
Inflict Instant Death on T3; eldar and guard characters, scarabs, etc.
Wounds Marines and indeed most things on 2s
Comes in blast forms
Has longer range when moving on Infantry.

Grav is better on a bike, plasma is better on basic infantry.

Cover fucks them both equally and Model count is largely irrelevant.

Plasma is equally very killy against all infantry, creatures, and most vehicles. It is a B+ weapon in all fields.

Grav is very killy against vehicles, monstrous creatures, and high-save infantry, but not very good at low-save infantry, which also tend to come in blobs. It is an A+ weapon against high-save infantry and vehicles, but a C weapon against blobs (It'll get the job done, but not very well and at a huge points inefficiency).

All the common grav units have bolter type weapons to hit weak targets. Bikes and Centurions both have upgraded bolters.
