After Cell was a large peace time so there was no need for him to fight and he probably didn't train much since Chichi was parenting him, so when he actively starts going to the city and sees crime he decides to do something and invents a ridiculous hero persona.
Most people, as far as I can tell, like Saiyaman because of how stupid and campy he is, everyone else in-universe sees how stupid he looks but he rolls with it. From here its down hill.
Technically by this point his popularity was declining so every attempt to redeem him, such as Ultimate/Mystic transformation had to undone and made so Goku saved the day again, because I guess that's what the fans at the time liked.
So then later on you have people wondering why this child prodigy who was being set up as Goku's successor keeps getting the shaft. It really seems to be a popularity contest, mixed with the in-universe excuse that Gohan doesn't like fighting leading to the decline of his overall character.
But when this crybaby with so much wasted potential does get serious you know shit is going down. He goes SSJ 2 for the first time and knocks Cell's shit around, he get his potential unlocked fully and kicks Buu's teeth in, he turns Super Saiyan and whips half of Frieza's army. The only problem is that he gets mad and cocky when he's so powerful and ends up fucking everything up for himself and everyone else.
