Tell him that's not the listing and that he either honors it or you two can take it up with ebay
worse case he ducks under refunds and cancels but you are out no money. Best cause he does it but might spite you with a poor rating.

What's his rating?
If it's low he'll cave and give it to you for what he listed it as.

you cant negate buyers anymore, worst thing you can do to them is report them.

one idea is you simply pay what you actually owe, and between that is that he ships the item or a paypal dispute

I think you should screencap the listing and the message, and send a ticket to ebay, forcing him to honour the publication. Even if things go sour, you can put a negative review and link to the screencap proving he's a scumbag.
