I have roughly six hours in Singapore between flights but need to clear customs/collect luggage due to the way I've booked flights.

Is there enough time to leave the airport and see/do anything ? If so, what do you recommend ?

Six hours should be more than enough to do at least one thing. I would go that oberervation deck so you can see the whole city at once.

So I've got like 4 days to fill at a big airport city between India and The Philippines. Where's my time better spent; Singapore, Bangkok, or somewhere else?

Singapore's airport itself is considered one of the best. If you like delicious food it would be a great bet too.

The airport doesn't matter too much and while delicious food is a plus I don't really consider myself a food tourist. I don't necessarily have to stop in between the two countries but the airfare to stop in Singapore or Bangkok is about equal to a straight shot from Mumbai to Manilla.

I like big cities and examining the architecture, I like history sites, concerts (especially jazz), unique nature sites, and wildlife. Leaning towards Bangkok but I dig the idea of visiting a city-state for some reason

The architecture is much nicer in Singapore, Gardens By The Bay is pretty unique, not to mention the Orchid Gardens, the Botanical Gardens, the nature trails and the zoo is also great. Universal was alright, only had 2 rides that were proper adrenaline rushes though. Make sure you go to the top of Marina Bay Sands to see the architecture at night (although if the Indonesian forest fires are still causing issues there it won't be any near ideal). Bangkok probably trumps Singapore in terms of history sites and concerts, although the British influence is a cool history element in Singapore.

Just be warned it's significantly more expensive than Bangkok, but also a hell of a lot cleaner
