He grew up in peak condition to the greatest acrobatic family in the world and was a child prodigy on the cusp of surpassing them when he was only 10-12. Not only did he have an uncanny athleticism far beyond his years but he also had a knack for being able to pick up new abilities with little effort. Growing up in the circus gave him a broad variety of talents, skills, and knowledge that put him far ahead of the curve for anyone else his age. This even included some weapon and combat training.
Dick was by all means an anomaly, one Bruce tried to replicate to various results in following years.
The thing that's important to remember is that Dick saved Batman. He saved Bruce from going off the deep end in his crusade and brought a light that allowed Bruce to enjoy what he was doing, to be a hero and not just a vigilante. When they had a falling out he realized what he would be without something to ground him like that, then he met Jason Todd.
Jason was a brawler, a street punk, but he showed ingenuity and cleverness. He was a potential diamond in the rough that Bruce thought he could mold into something. That being said he was too young an inexperienced and not a great Robin. He was overly aggressive, sloppy, and made mistakes which is why he died. Generally he didn't reach his potential and become a great fighter until after his death and resurrection.
After Jason's death Bruce went dark again and retired the Robin role. He ends up on a path to destruction until Dick (and Tim) show up. Tim Drake was a genuine teenage Sherlock Holmes/Einstein. He wasn't much of a fighter but he was a true genius with had a mind that very few could match, which is ultimately the reason Bruce allowed him to became a Robin.
