It came down to rights jewry. If they used the same character, they would have had to pay the episodes writer for every episode of Voyager he was in.

It's the same reason why we ended up with Major Kira instead of Ro Laren.

why does every admiral in this series have some hidden agenda/evil plan? I swear every time one of the main characters meets up with an admiral they're usually an asshole or hiding something.

well you're wrong on kira and thats a well known fact.

i dont get why writers would get ownership of chars they created. seems silly to not have a contract clause were content created while working for us belongs to us. i skipped that episode that char doesnt even show up in anything else. who created him
