In The Wrath Of Khan, he's not genocidal -- he just wants to kill Kirk, because Kirk abandoned him and most of his crew died. He didn't fly that stolen starship of his to Earth and wipe it clean with the Genesis device, he lures Kirk to him and tries to kill him. He's a revenge-and-family sort of guy.
In Into Darkness, he hates the admiral and wants his crew back. He blows up the library because he hates the admiral, and then he sets in motion a plan to get revenge and get his crew back. He then does this, and then just suddenly wants to kill everyone on Earth, because they had 30 minutes of time to fill.
This is terrible writing.

Actually, that was the whole point of the first movie, from a character standpoint. Then, in Into Darkness, they start out friends, have an argument in the first 10 minutes, are enemies again, and then are friends at the end. This is called reusing the character arc, nearly beat for beat, from the last movie.
This is also terrible writing.
And that's why, thank Christ, Orci, Kurtzman, and Lindelof got their asses fired and have nothing to do with the third.
