I don't think there's anything particularly interesting about her, compared to the rest of the cast. She's cute, sure, but that's not saying much in anime.

We don't know anything about what her personality is like, apart from the fact that she really likes cheese (wtf).

If they really wanted to show us what Charlotte was like as a magical girl they could have done a much better job. Right now she just seems tacked on.

That's a good point. When she draws her SchneeRose family, Ruby is the one who carried both children, so she probably sees her as the motherly figure of the pair. There's also the "Weiss being an heiress" side of it, which leaves her to run the SDC and makes her the head income earner of the household, which is the typical fatherly role.
That also leaves room for Kuma's devilishly sexy adult Rubles to help Weiss relax after a long, arduous day at work.

What do you think? She's probably some sort of trancendent existence whose nature will be explored/explained in NoWaYu or whatever follows it. Hopefully.
