Fire Pro Wrestling Returns (PS2/PS2 Classic on PS3) has EVERYTHING you could ever want but it requires a lot of input on your part (the game can be played like normal, but boasts tons of options for management/watch modes where you can create your own leagues, wrestlers, etc.)
Wrestle Angel Survivor 1+2 for PS2 is perfect if you want management-only game (actual fights are limited to an obtuse card game that you can just skip), but it is Japanese anime only and if you don't like it than get the fuck off the Wrestling anime girl porn page idiot.
