As an artist, I would put skirt physics and such on the technical level of anatomy. Their "philosophy" on fanservice is "whatever makes sense for how they're dressed," which also includes NOT arbitrarily hiding panty shots as part of their movement and whatnot with gravity-defying skirts, and they've done that plenty.
