There's a combo system, there's double-recharges, healing is tied to a heavily customizable team synergy system, you can change your class without having to change your character (but you can still do that anyway if you want), the player character isn't locked to one single weapon, and you can board a fucking robot mid-battle. On top of that, which side of the hitbox you'll be attacking is plainly laid out which is handy given that some skills have additional effects depending on which side you're attacking. You can break parts of enemies for extra loot or disabling attacks, height affects combat, and so on.
All of this, right out the door, suggest that combat is heavily improved on a mechanical level.
You're confusing "the combat hasn't been improved" for "the type of combat hasn't changed." Which is a dumb sentiment if you're doing that on purpose.
