It doesn't retcon human history to erase the Gamecube version, nor to apply its changes to the Gamecube version, which still leaves plenty of time where WW simply was the Gamecube version rather than the HD version. It might have not been as bad as the Gamecube version, by virtue of fixing some of those things that made WW terrible by their presence, such as the Triforce Chart/Rupee grind/Tingle/Triforce Shard fetch quest and the need in the original to play a song to change direction, but to add things that make WW bad by their absence would make an entirely different game. A more vibrant overworld, such as in OoT or TP, is entirely incompatible with WW's setting and would make it an entirely different game. More dungeons would be good, since all of my dislike aside WW has some pretty damn good dungeons (that manage to not fall into being entirely about dungeon-specific gimmicks, which is kind of a drawback in TP), but just adding in more dungeons would likely be perceived as padding that disrupts the game's flow, that or again require an entirely different game.
