Bob Ross isn't a hack because he couldn't do every single thing. There aren't many people who can. People are so eager to jump out and criticize him because he didn't really give a fuck, if his art was bad then it was bad, if it was good then it was good. The entire point to him was expression and putting your thoughts on paper. None of his videos talk about the technical aspects of painting, because that's not the point, the point was the emotions and thoughts you can express with painting.
