Lethal Weapon, for the NES. While the game is about the Mel Gibson movie, the way the game is balanced is retarded. You're better off punching and kicking people than you are shooting them. Hell, you can punch a helicopter until it explodes. This wouldn't sound out of place for a Seagal flick.
