ephebophilia/hebephilia/pedophilia actually ISN'T a mental illness unless one goes out and seeks out a minor to harm
Actually physiological ephebophilia (sexual attraction to mid-late adolescents, i.e. 15-19 year olds) has been shown to be hard wired in the vast majority of the population, though social conditioning means most don't act on it and physiological hebephilia (sexual attraction to 11-14 year olds) has been found in a large minority, with similar social conditioning keeping it in check, (pedophilia, attraction to <10 year olds is much rarer).
And like any mental illness most cases are actually treatable, so permanent isolation isn't the best solution
