He did give a shit, though. He gave enough of a shit to give Venom leadership of Outer Heaven before he went back to FOXHOUND. He gave enough of a shit to escort Venom out of the hospital in the beginning of the game.

And even if he didn't give a shit, Pequod and the other soldiers he rescued are assets, plain and simple. He didn't need to care for them emotionally, he could have figured that they would make good additions as soldiers for Zanzibar.
