What's wrong with pre-ordering a game you know you're going to buy anyway? I understand that paying for a product that isn't even out yet isn't ideal, but you do the same thing with food. You base your purchase off reliability of the product. And even though Fallout 3/NV has its problems, generally the game is pretty solid.. You can't even refund food most of the time.
