It allowed extra code to run so that new AI or quests, game mechanics, features can occur within the games code without causing conflict. This is the same engine so it will have the same issue and honestly scripts can be minor things
Want to add the ability to sprint? need a script
Want your companions to walk around, sit down, eat/drink and talk to nearby npcs when you tell them to wait instead of looking at you with a glazed look in the eye and standing motionless like a golem? you need a script.
Not to mention, on top of that you need a load order tool like LOOT and then you need something like FNV edit to scan for errors or incompatibilities and then you probably want a compression tool so you can reduce load times and graphical load.
That would be why I am positive they wont bring any fun mods to the marketplace.
