Don't quite know the requirements for "dual arts" as those special attacks are called.
But when you have enough special points to do a dual art, it will appear as an option whenever two characters are doing a session attack.

So if you have say, Tsubasa's and Eleonora's dual art, you can pay the points and interject the dual art in the middle of their session attack by pressing one of the trigger buttons.

As the focus locks onto the idol/performer.

Which can really just translate into Tsubasa wanting to be like the girl on stage, without the girl on stage needing to be her sister.
