In Fallout 3 perhaps, if you were a minmaxing retard and even that game had a few perks which were interesting. New Vegas perks did a lot of interesting things and very few of them were straight up "do 20% more damage" things.

Fallout 4 is just going to have every character play exactly the same from the looks of it, which is fucking stupid because there's no incentive to replay it.

There are a handful of different perks, mostly the top ranking ones that allow Sprint charging to knock down, multi-criting in VATS, pacifying characters.

But no level cap means eventually all high level characters will do everything
