The better idea is to have the weapon upgradable. You get the weapon near the beginning of the game. It's great for a while but eventually you find some thing a little better. After you go through some shit, a couple of potential scenarios can occur:

>find some powerful magic item in a unique dungeon that can enhance your weapon
>find legendary blacksmith / wizard / whoever who can enchant your weapon
>meet ghost of long lost undead relative who originally owned weapon and after doing some quests they upgrade it
>after going through a good portion of the game you have enough experience, you have an introspective realization about your existence which unlocks hidden powers in weapon
>side/optional quests to find the three magical gems of power that are hidden in random places across the game world; each one is found at different intervals through out game and adds a certain power to your weapon; intervals are spaced out enough so that you still find other better weapons to replace your upgraded heirloom occasionally, until it's been fully upgraded

There's a ton of scenarios that can happen to justify a weapon you got much earlier suddenly becoming the best weapon in the game. I'm know there are quite a few games that have already done some of those.

For it's time the "heirloom legendary sword" was a damn good sword. But they've figured out how to make better swords since then. Now the heirloom is only valuable for the historical aspect.

The solution is not having leveled loot in the first place. Oneof the biggest flaws of Witcher 3 was its piss poor implementation of loot. I shouldn't have to be an arbitrary levrl to seing a sword.

People will use those kinds of weapons long after the damage itself has become obsolete.

Have every weapon by a side-grade, not an upgrade.

Next sword you find is lighter but has shorter reach, another one trades damage for accuracy, so every starter weapon has a niche.

Have other ways to measure progress. The character's weapon determines how they fight, but they gain skills and special attacks as they level up.

Is this why dawnbreaker in skyrim was that piss?
Cause I wasnt at a high enough level? The dwarven sword I made almost immediately afterwards with an amateur fire enchant was better.

Weapons are mostly the same in terms of stat progression and differ vastly in stat types and gameplay - skill progression comes from the character itself, not the equipment.

Yes It works the same like in oblivion (not sure if morrowind, my guess is no) in that regard, but at least in oblivion you didin't had weapon "upgraded" (only if you're an journeyman smith and still isn't that much of a plus)
Thanks to the exploitable smith+ench you can create a iron dagger that will do more damage than dawnbreaker, can make it so it deals extra 100 fire damage and drain 100 health, and enchanting your gear with destruction spells cost % less, Todd "it just works" Howard at it again; you can go up to 100% your weapon never runs out of charges since it counts as destruction magic

Simple, add prestige as an actual, developed mechanic. Make it so people recognize you if you carry that sword and allow you to use it to defuse situations using your status. Something like that.

Simple, the starting sword is the strongest and most versatile, but you get extra weapons for use in specific situations.

For example you get a very powerful sword that can kill everything in one hit but it also depends on your magical power, if the sword doesn't have any magic to draw on, it's the weakest.

Guess the game.

Some containers determine what's inside them when opened depending on the player level, and this includes equipment and magical items.

Specific items, tough, such as quest rewards, are always of the same type and have the same stats, regardless of the player's level.

I don't like that for this specific case to be honest, because tampering with the heirloom sacred sword of power seems sacrilegious. But other upgradable weaponry is always welcome.

The idea is mainly so the badass sword you like doesn't end up being shit after a couple hours of gameplay.

Make character skill/stats have a significantly weighted impact over item and loot bonuses.

So higher quality weapons/armor etc, scale damage output negligibly, while character building is what really determines progression.

So that family heirloom being mediocre might make it still worthwhile, especially if it comes with a unique ascetic or an interesting effect.

Having the weapon scale to your level might be something neat to do with a sentient weapon.

I don't mind random loot being useful, but there needs the be a good balance. Random loot weapons need to be useful up to a point. As you progress into higher level areas, enemies and loot containers start dropping better abd better equipment that is better than most of the stuff you were using previously. At thr same time there needs to be a ton of unique loot that is leagues better than random drops but also requires significant effort.

>boss or nearly impossible champion type enemy drops unique weapon
>extremely hidden weapon that requires solving intricate puzzles
>local blacksmith has a few special weapon that costs an extraordinary amount of money, forcing you to only afford one or two

These types of weapons need to have some overlap between areas that you progress through, so that when you do get to that next higher level area it is not immediately discarded with the first random drop. The other side of the balance is that you need to still be able to suceed with random drops, but only with extreme difficulty.

Make the family heirloom sword do something unique. Like have it be the only sword that harms monsters in a certain special dungeon. Or make the sword necessary to kill a certain monster like how demon souls let you go crazy with the storm sword on the manta ray fight.
