since steam is having a big halloween sale, I was considering getting RE4 HD. but I have to ask, is it as utterly butchered as the 2006 port was?

No, it doesn't run terribly if you're on a toaster and the graphics are dated by todays standards, but aren't based on the PS2 graphics and geometry like the old port was.
