In most JRPG's, no, as FF13 have demonstrated. The fun of the game comes from the things that takes away from the main quest. Also, because grinding is so prevalent in JRPG's it becomes necessary to properly level yourself up in extra fights in order to beat high level bosses. Whereas in western games, like the elder scrolls series, you can run through the game only doing the main quest and it will still be possible and fun. But you could also take the opposite approach and explore the world and it would still be fun. Thus, I'm saying western games are better at pacing their games so the side stuff truly are optional and the main quest is as enjoyable as the side stuff.
