Youd be better off making that argument about Pit and Dank Pit, and even then it doesnt matter, theyre still separate characters.

Either ALL customs are available, or none. And in the touney Danbi entered, it was a missmatch of SOME being banned and SOME not being banned, which is really stupid. There are far more arguments why they should all be banned than they should all be avaliable, but thats a different story.

Usually multiple. And if you brought your Wii U, you could ask them to load them up for you. 15-20 minutes of prep for a lifetime of customs is easy if you actually really felt that strongly about customs.
Infact, I always bring my 3ds with me to any local I go to (mostly to transfer Miis because I use them) but also incase people actually want all the customs on their Wii. All they have to do is ask.
The custom Moves project Evo used was flawed because theres no plausible way you can have every viable set with some characters because you can only have like.. 10(?) sets at any given time. Maybe at first it was an issue to have them unlocked, but once people started spreading around the custom love, it became a non-issue. Once a Wii is loaded with custom sets, they last forever. And typically when you go to a local, its the same 5 or 6 Wii youll be using from the same people.
