Still, the point stands that tier lists get really foggy unless you consider efficiency because it more or less turns into an argument of power levels or who caps more stuff. I'd rank Minerva in Goddess Tier because her contributions on higher difficulties are too good even if comparatively she's worse than those units, but considering that you did recruit Comag his bases are really respectable and he comes ready to be promoted.
Since we're ranking units of a given class, the consideration should be not for overall efficiency in cases you wouldn't use them but "if I did use this Wyvern, how much to they contribute?", in which case you can see why units like Minerva, Haar, Camilla, Hoshido Crimson and Milady are top material.
If you don't set a standard that's objective people will just argue about different ways to compare units and no one reaches any conclusion.
