Enemies in FE7 are generally pretty weak so his HP will be more than enough to tank anything that happens to hit him for a very long time, and you're not having anything tanking the lategame Valkyries and the like without Pure Waters to begin with.
And his offense is obscenely good. His bases are enough to ORKO next to everything for at least long enough to promote and learn axes. If I let him get up to level 20 (he promoted at 10 for obvious reasons) he could have very easily gotten his offense up to all-capped.
Also his base Defense in HHM is 6. Even promoting at level 10 he can easily reach that defense (he got a bit blessed there but it hardly changed anything).
