Named protagonists tend to have a backstory already set before the game even starts However, in order for an RPG to begin, the player must breathe life into the protagonist by giving them NAME. The character NAME is the same regardless of the protagonist's actual personality: one who murders solely for the pleasure of accumulating power to beat the game (which the player also enjoys). One could argue that the purpose of NAME is to allow the player the ability to control the game's protagonist by replacing that person with NAME. Since NAME is artificially injected into the mold of the protagonist, NAME has neither form nor self-awareness.
In Undertale, the concept of the named protagonist is turned on its head, since the character that travels through the cave is not Chara but Frisk (Chara being the mold that holds NAME). This puts NAME in a rather unique position, since he normally does not control his puppet in such an indirect manner. This third person perspective, I believe, gives NAME time to reflect on his unusual situation and realize that Chara's memories and motivations are not truly his own. By your reckless actions in the genocide route, NAME finally realizes his own existence and achieves the equivalent of CHIM. NAME's true desire is to move onto the next game, so he "deletes" Undertale to make space. However, Chara's desire is to come back to life and to escape the underground, which is why he trades the world back for Frisk's soul/body and urges the player to achieve the pacifist ending.
