When Kha'zix can do in two buttons everything Shaco does with 4 and a passive, and Kha isn't even top tier, there is an issue. There is too much weighed against Shaco and too many peanalties he takes that other assassins simply do not, just due to the fact that in S1/2, nobody warded. Against a team of five non-retards, Shaco is worthless where other assassins are not. Shaco's Q is visible and audible through fog of war, Boxes will fear you out of their leash range, E is okay-ish, and his R is a particle dodge. His clone is there to take towers and dragons.
