If its falling off, or alreayd fallen off, or you can't tell what it is, then sure.
My Megaman X3 had no label when I got it (flea market bargin bin, like a grab bag, loose carts no label for like 50cents or a buck or something I ended up getting X3 from it). I ended up buying a replacement label on eBay.
Obviously it depends where you get it from, but most people tag "reproduction label" on them. Its funny because no one is going to assume that blurry piece of shit is a legit label. Dude shutdown his ebay account because he got like 15 negative feedback over the course of 1 week because he refused refunds and didnt communicate and just mailed out shitty labels.
