As far as I can determine, in this context, at least, randomness is the property of the video to be unpredictable, or it's various subcomponents/elements being unpredictable in relation to one another.
One immediate problem with many so-called random videos is that they are actually trying to be random. Now, the problem with creating randomness is that the same predictions the watcher of the video can make are used by the creator to create the video. Thus, using this approach the video will be the least random it can be as every element in the video can be immediately predicted. This problem is conflated due to the memes commonly used to make random videos being well known
Perhaps the best way to develop random videos is to cut videos from other videos. These cut videos are random because their elements are explained only in a complex way by their context in the parent video and so are largely unpredictable in the cut.
