This guy is pretty much the definition of a perfect citizen.
He fought in WW2(?), worked hard afterwards, had a family, his kids grew up and became successful, they have children etc but he felt he was missing something from his life, he wasn't 100% satisfied.
He wanted to see what all the fuss over marijuana was about since he had never tried it before. I'm going to assume the reason why he tried lighting the bottom of the pipe was because back in WW2 soldiers smoked meth to stay awake and alert, especially pilots since their schedules were like 3 hours of sleep to 21 of working.
Him walking around town blitzed out of his mind enjoying himself is the best part. In the end he comes to the conclusion that weed is great but ultimately not for him and that he'll keep searching for a meaning to his life.
