Jokes aside, this was a black swan event but with hindsight it's very easy to see the trend.
1. In 1974 (and almost certainly beforehand) a random guy had the idea of killing the president by flying a plane into the white house. It was hardly something that takes a genius to come up with.
2. WTC was bombed in 1993
3. In 1994 a French plane was hijacked by Islamic extremists with the intention of flying it into the Eiffel tower but had to stop for fuel, letting authorities storm the plane.
4. Since most hijackings thus far had ended safely, little change was made to airport or airplane security. Indeed some of the changes may have been overreaching (some countries let small planes fly without locked cockpit doors to no ill effect), leaving the 1994 option open to future groups.
You can't put this together with foresight (The IRA bombed a hotel! Obviously the next thing they'll do is fly a plane into a hotel!) but with hindsight you can see the places fall into place.
The world is a complicated, anarchic place. If you see conspiracies everywhere, you'll miss out on the genuine attempts to set one up.
